Follow-up Comment #3, bug #24313 (project freeciv):
I did an experiment. I removed the border vision effect. I replaced it with
"/set borders SEE_INSIDE". The assertions didn't fail. This strengthens my
suspicion that the border vision effect is involved.
The experiment isn't conclusive evidence. The change may have changed the game
so the assertions never where triggered.
