First noted in patch #7022:
"there's some Windows specific code to get suitable langname to return. (which
has at least one language setup wrong; we no longer have separate 'no'
translation)"
I think the end result here is that if Windows user has LANG_NORWEGIAN as
PRIMARYLANGID but SUBLANGID other than SUBLANG_NORWEGIAN_BOKMAL, the automatic
language selection gives no-longer-existing 'no' as the language code, which
then results in use of internal 'en_US'.
