Details:
Steps to reproduce:
1) Load the attached save game.
2) See the Fish resource near the Settlers. (The Fish resource is known but
not seen)
3) Found a city. (The city has a larger vision range than the Setters. This
makes the tile seen)
4) The Fish is now gone.
The game had just started. I had not used the editor.
