Details:
Currently, maximum migration distance is determined by city radii and
mgr_distance server setting. It would be nice if ruleset authors had the
ability to extend the migration range using effects, e.g. a huge metropolis
with certain buildings attracts migrants from even farther away; people from a
small town in a hostile area are willing to travel larger distances to safety
etc.
Proposition: two new effect types, Migration_Target_Range and
Migration_Source_Range, checked on a city range.
Migration_Target_Range effects are added to a city's radius when checking
whether citizens from somewhere else can migrate there (think metropolis),
Migration_Source_Range effects are added when checking whether citizens can
migrate away from the city (think poor area). These could also be used with
negative values, reducing the maximum range, e.g. drought or famine making
people unable to travel as far, since they can't pack enough food and water.
