Details:
As build made from S2_6 with 2016-02-03 version has been reported (
http://forum.freeciv.org/f/viewtopic.php?f=14&t=315&start=34 ) to work on
WinXP, there seems to be no compatibility reasons not to use it for S2_5 too.
Having future S2_6 and S2_5 builds to use same environment makes things much
easier and less error-prune (no need to switch between environments, to the
one that is correct for the build in question)
