Details:
Remove our own AC_C99_VARIABLE_ARRAYS, and use AC_C_VARARRAYS (introduced in
autoconf 2.61) instead.
We would need to clean out other of our own macros from the AC_ -namespace
reserved for the autoconf itself -> future tickets.
