Details:
Allow builder to force freeciv version label to use. That can be done by
setting wanted label to environment variable FREECIV_LABEL_FORCE. It does
support tag "<base>" to place normal label within the forced label.
This is based on a patch that I have been using on jasminek.net to set freeciv
revision number to the label despite the build not being directly from a
repository where freeciv build process could get the revision number when
--enable-svnrev used.
The other use-case for which this is now needed will be adjustment of version
label of msys2 based builds (patch #7195)
