There's the in-game concept of "plague"/"illness" whose risk grows with
population etc, and the unrelated random city disaster called "Plague" whose
occurrence is unaffected by such factors.
Since the name of the former is pretty much baked into the game, the latter
would have to change.
I'm thinking "Pestilence" or "Epidemic", leaning toward the former.
(Of course we could use effects to give the same-shaped disaster different
names at different tech levels, but I'll leave that to a different ticket.)
