Details:

A tech can currently be "removed" if its req1 and/or req2 field is set to
"Never". This makes it invalid. A removed/invalid tech will not appear in the
game. I fail to see what advantage of this support. The tech could be
commented out or, for ruleset authors that use version control, deleted.

Note that this is different from setting a tech's root req to it self. Setting
a tech's root req to it self makes it possible to receive it via Lua or game
settings.

Filing now to give people time to object. Maybe there is a good reason to
support removed techs.
