Follow-up Comment #1, bug #24711 (project freeciv):

2.5.1 has a bug that makes it wrong about the closest relationship. The bug is
fixed. The message means that the current relationship is closer than the
saved "closest" relationship. The current relationship has therefore replaced
the "closest" relationship. The new "closest" relationship can still be wrong.
The relationship may have been closer in the past.
