Details:
The specenum names for gen_action in actions.h (of the form "Sabotage Unit")
are currently marked as translatable.
However, I don't think these strings are ever presented to the user during
normal gameplay. Rather, the ui_names (of the form "S%sabotage Enemy Unit%s")
are always presented (either from the ruleset, or from defaults in
load_ruleset_game()). The raw rule names are only presented in the case of
ruleset errors and similar circumstances, where we don't normally consistently
bother with translation.
We can save some translator effort by not marking these strings as
translatable.
