Spotted during bug #24724:

Certainly NoHome units should not get a new home city.
Whether units that are initially homeless but rehomeable should be rehomed is
more arguable. In some games, homeless units are a unique advantage, but not
always; ideally this would be under ruleset author control. For now, just
don't re-home them.
