Tweak strings mentioning DiplRel requirements for readability.
There's such a range of different relationships that I can't think of a
linguistic hack to fit them all in a sentence. Bodge it with "must have the
relationship '%s'" type strings.
* Armistice / War / Cease-fire / Peace / Alliance / Never met / Team
* Gives/Receives shared vision
* Hosts/Has (real) embassy
* Has/Provided Casus Belli
* Is foreign
