Details:
Turn numeric governments into a distinct type following the pattern of
Impr_type_id etc, with an explicit symbol for the maximum, get rid of G_MAGIC,
etc.
No functional change (in particular to file formats or, in practice, network
protocol despite nominal type change).
Get rid of G_CITY_SIZE_FREE, which hasn't been used since PR#14746 / r11293 in
2005.
