Follow-up Comment #1:
AI is not penalized for production changes, yet its want for building is
reduced if it's currently building unit. At the same time there's no such
penalty considered when switching the other way around. So AI may switch
whimsically from building to unit, but not the other way around (not even when
it would be switching back to former building).
Attached patch reduces this effect on building want drastically.
