Follow-up Comment #2, bug #21963 (project freeciv):
The answer is no. Its license, the SIL Open Font License, is not compatible
with the GPL. But AFAIK a font is not considered as a GPL derivative work just
by using it.
BTW 2 years have been passed and things are changed. Currently NanumGothic is
not being maintained actively. I think Google's Noto CJK font is a better
choice.
