Details:
Assuming that settler actions won't get action enablers in 3.0, remove the
"Infra" flag (also the rscompat part) from S3_0. Better not to do it back and
forth in TRUNK (to add it back for 3.1) but to wait until S3_0 has been
branched and remove from the branch only.
