Details:
I've not checked what's the situation in whole, but .po file has some flag
helptexts from rscompat.c that have no other hits - same text is not used in
supplied rulesets.
This could be as simple as rulesets having qualifier that rscompat does not
add. It should, though, for ruleup and ruledit to save correct string.
