Follow-up Comment #4, patch #7368 (project freeciv):

Similar to patch #7367, I'd rather not have client defaults differ. Could be
particularly embarrassing if someone used to default allied chat in one client
starts using another client.

I don't have a feel for multiplayer. Allied chat doesn't affect single-player;
if it's the correct default, we should just change the default everywhere (+
add allied-as-default to any clients which don't have it -- SDL?)

If we were timid we could delay that to 2.6. But you do get decent feedback if
you sent to allies only but meant everyone -- "Suppiluliumas to allies: stoat"
in Gtk, similar in Qt -- so I reckon we could change the default in 2.5.x.

If we change the default we should probably add a chatline prefix to message
really everyone (maybe "*"?)
