Details:
On a fresh install of pure Jessie, I compiled 2.5.4+ and got a nearly
unusuable (well I used it, until I found out why) freeciv-gtk3. Space and
frames around buttons and in the menues missed completely, and the checks of
the checkboxes were not shown.
I now found
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=780086
and, as suggested, switched the xfce4 theme to adwaita. Everything's fine.
Note 1: Other programs, such as evince(-gtk) had also defected checkboxes
under the default theme, but do not have the missing space around buttons and
menues. Freeciv is unique in this behalf.
Mote 2: Adwaita theme in freeciv-gtk3 had been activated before and after the
XFCE4 theme change.
