Details:

Since patch #6203 went in, I've found that hard AIs always give the "get
crushed" message (as if they don't want a ceasefire), but always accept a
ceasefire if I then initiate a meeting (without me offering anything in
return).

This doesn't sound like it was the intended behaviour -- I'd have thought that
if they're not offering, their behaviour in a meeting should be consistent --
and it isn't much fun to have to scrub this every time.

Maybe the evaluation it uses when initiating isn't the same one it uses when
responding? Haven't checked.
