Follow-up Comment #1, patch #7700 (project freeciv):
For most part this sounds like a beneficial idea, but do you have an idea how
to handle problems of partial translations? Translation may set an option in a
way that is not really suitable for built-in US English (or do we only provide
options where the built-in language doesn't care?) but then falls back to
built-in strings in some cases (if untranslated or fuzzy).
