Follow-up Comment #2, bug #25188 (project freeciv):
Rally points has mostly one use case - autoattack.
Eg. enemy drops some units few seconds before turn done, and sets goto for
ships/figters to attack city, but he is not sure if he will get city, so he
doesnt set goto for land units.
Player quick buys cannon or other attacker and sets rally point to enemy land
unit and kills his land units before he can move them to empty city.
After that he clears rally point.
If he disconnects at turn change, then bad luck :D
So there is no point of saving that. Rally points in single player game are
