Details:

The current autoattack rules forbids any unit that, under any circumstance,
can do "Explode Nuclear" action from performing an autoattack. This is
complex. This is hard to upgrade. This breaks autoattack in rulesets with
creative use of "Explode Nuclear". It may encourage further complexity.

Allow the ruleset to specify what unit type flags prevents a unit from
autoattacking. Have the bundled and auto upgraded rulesets can go back to
using the "Nuclear" utype flag like in 2.6.
