freeciv.desktop contains 'Comment' entry. From http://standards.freedesktop.org/desktop-entry-spec/latest/ar01s05.html: "Tooltip for the entry, for example "View sites on the Internet", should not be redundant with Name or GenericName."
There is possibility to have localized versions of this.
