I maintain a windows xp system for a friend (soon to be replaced by a 
linux pc), and java 7 is available for windows XP.

For Mac OS X systems I've checked the official java download page from 
oracle,
https://www.java.com/en/download/manual.jsp .
It lists Lion 10.7.3 as minimum version. Lion 10.7.0 was released in 
july 2011, and an update  to 10.7.3 is freely available for download 
from apple.

Debian stable wheezy has java 7 available, so it does look like 
switching freecol to java 7 is doable without inconveniencing users.

P.S. i've been compiling git with -Djava.target.version=1.7 for over a 
year now.
Maybe 1 or 2 of the bug reports i registered had to do with java 7 and 
were solved easily.
