The referenced code does not do the right thing.  It assumes that
immigrationRequired remains constant across successive immigration events,
which is incorrect (see Player.updateImmigrationRequired).

I doubt that can be done unless you have a huge number of colonies and
suddenly convert them to mass cross production.  The requirement goes up
pretty quickly.  At the start of the game, you would need to immediately
find a bunch of gold, build a church, and recruit two Firebrand Preachers
to even get close to producing the 18 crosses the English need for their
second migrant.  About the only place this would be easy to observe is in
debug mode or some exotic mod.
