Have some special design in mind?
Take a look at this template pages
https://codecanyon.net/category/html5/templates
I hope that we can adjust to use with Markdown, At this moment I have not
idea of Jekyll, or Markdown, I will study Markdown on next weeks

It just seems to be changing the design while not updating any content?

correct. We don't update new content. Only design. I can't do new content I
can't write it correctly in English

Bootstrap.

We can use bulma instead of bootstrap. We really need some solution of this
kind to make the web responsive.
About 50% of internet traffic is on mobile devices And desktops and laptops
have different screen sizes.
I discovered the freecol website via mobile a few years ago

If responsiveness can create problems with Markdown we can study a better
solution, to make it responsive using Markdown

Then there is popper.js, but these overlays which move in the way of
> seeing the content when scrolling are mostly just distracting the viewer
> from the information they would like to see.

I don't know the meaning of this paragraph. I think that we are talking
about one of these:
-The link I provided is a mockup. Every content will be an individual and
separated page. Like the current webpage of freecol.org. When you click on
the menu you go to that page and it reload everything.
-Or "show more" on the "news" page ? we can show all the news if preferred
-Or the background image from behind the top of every page?
Can you provide a capture of that overlay? I'm lost. I never used popper.js
and don't know what are referring And my colleague don't know too
