Most of us would have noticed the presence of $HOME/.local/ directory on 
GNU/Linux.

In many setups the /home partition is of limited capacity.

Assuming permissions are available, a symlink approach such as ${HOME}/.local/ 
-> /opt/dotlocal/ doesn't really work.

Is there any environment variable or configuration that can be applied globally 
so that programs that install software to ${HOME}/.local/ directory do the same 
to /opt/dotlocal/ as an example ?
