Jekyll is not packaged for Debian, apparently.

I certainly agree with your general point on serving static html
rather than dynamic. Ikiwiki does this, and also is usable for blogging.
Quite possible other tools may be relevant as well - i.e. compiles
static html rather than resolve when queried _and_ is in Debian. I
don't know - I am an Ikiwiki fan.
I haven't gotten an install up and running, but Ikiwiki definitely looks
like it would fit the bill!
