There is the HX Extender that enables FreeDOS to run windows console programs 
and soon even some GUI programs. Maybe integrating some of this into FreeDOS-32 
is better than wine.

I have a functional 32-bit implementation of IP / UDP / TCP (used 
commercially - running 24/7).  The only problem is that it needs a 
packetdriver, and they only come in the 16-bit flavor.
