Yes, .cx is Christmas Islands, meaning the site was listed in a .cx registrar. But the site could be anywhere.
Doing a traceroute, this freedos.ath.cx server is actually access.lozenetz.net (80.72.64.115). And whois reports lozenetz.net exists in Bulgaria. So that's probably right.
