     Yes:

        call str2dword

`str2dword' itself is about ~20 bytes in asm.

     There are no other "Windows" itself and can't be other "Windows" until
MS makes from this (common sense) word own trademark (remember sues with
Lindows).

     In given case you is wrong - you shouldn't define (if this is not
required) how and what user must do and what [s]he can't do.

     Note: extensions (part of name) is not neccessarily relate to _type_ of
file. For example, nothing prevents to write text in file with extension
.sys (for example, config.sys or MSDOS.SYS from W9x). This is DOS, not Mac
OS!

     Wrong assumption! Big mistake! BTW, some viruses uses holes, which
caused by such BUGS.

     It can't do this on only file name. It should analyze contents only.
