which program do you run that might causes this?
with included HIMEM.EXE FreeCOM works as expected.

this is only partially true. Look at the FreeDOS memory use of FreeDOS-HIMEM.
I'd like to ask which DOS version of Win98?
The "HIMEM uses 47KB memory" is a bug in IO.SYS since Win95, and I think this is corrected in Windows98 Second Edition [4.10.2222]
