This includes Eduardo's help file for append, and the
finalised directory structure for the help files (to
allow new help file sets in future.)

Most importantly, it unbreaks something broken in with
the internationalisation support: If %LANG% was set to
a language that does not have help files (currently
any language other than EN=english!!!) specifying a
topic on the command line wouldn't work.

I haven't had chance to really get the help files up
to the standard I'd hoped, because of the short time
since the last pre-release and the large number of
changes to FreeDOS software. I hope you'll accept my
apologies for this. I'm going to set up some proper
infrastructure to allow more people to contribute to
htmlhelp.
