I just tested new format in a Win98 Dos-box. It reports an error:

Could not lock logical drive (error 0x5)! Aborting. ---------2----------- D:\FreeDos\!MyVer>FORMAT.EXE a: /u /d
[DEBUG] This is FORMAT 0.91p, selected drive -> A: [DEBUG] DOS 7+ detected, LOCKing drive. Could not lock logical drive (error 0x5)! Aborting. ----------------------
I believe this is very Windows specific, but if you are willing to try, I am willing to test
