The conflict not solved with X=A000-EFFF added to line DEVICE=EMM386.EXE,
as you suggested, and no hardwares attached. You may get the USB drivers from http://newdos.yginfo.net/usbdos.htm

My computer keeps on rebooting as FDCONFIG.SYS is loading the 3rd DEVICE statement,
DEVICE=A:\HIMEM.EXE
DEVICE=A:\EMM386.EXE
DEVICE=A:\USB\USBASPI.SYS
DEVICE=A:\USB\DI1000DD.SYS
USB drivers often don't play well with V86 mode. At least one will not work in V86 at all, regardless of memory manager. I've tested loading a version of USBASPI.SYS before and it didn't fail on my machine, but I don't have a USB device attached either. Send me your USBASPI.SYS file and I'll check it, but can't do much if it doesn't fail without the actual device attached.
Alternatively, you may be running into a UMB conflict. Try excluding everything in upper memory, X=A000-EFFF in the EMM386 line and see if it still reboots.
