You're 50% correct.

If DMCA consider their reputation damage or physically losing $. They
can ask Hong Kong Customs to take action. However, they have to
consider how much they got in return.

If they're not for money or reputation, they should relax their limit.
And what I can do is carefully not "SPREADING" the data around.
Just don't put "sensitive" data online. Information or analysed result
should be OK.
