It's good to hear from you again, Eric. ReactOS (www.reactos.com) is an opensource implementation of WindowsNT and higher, deeply in development. Maybe DigitalMars works on this operating system.
ReactOS can dualboot with FreeDOS on the same FAT partition. In fact, they use a quite nice bootloader, called FreeLDR.

I've played around a bit with ReactOS. Nice. I for one think that an open-source Windows clone could be as useful now as FreeDOS.
Although, I think the FreeDOS userland does need to compile under FreeDOS, so a Windows-based compiler really isn't an option.
