I just tested a variety of programs with EMM=4019 and SEAL2 and the
Free Pascal IDE crashed. Both worked fine without the EMM=4019
option.
SEAL2 is unhappy with such low amounts of VCPI memory as approximately
4M. 12M, e.g. EMM=12M or EMM=12288, should work. Too much lower than
that, it becomes displeased again.
Runtime error 203 also appears related to too low of available memory values.
