I used to be the package guy for the FreeDOS distros (Alpha5 through
Beta7, I think) and did it all under Linux. There's no requirement to
create the zip files under DOS or any other specific operating system.
As you mention, they're just zip files (and we used zip files because
it's ubiquitous.)
