It was for the longest time the standard only in Japan, but for quite 
some time it is actually the official time format in Germany (since 
1996) and probably most of the EU as well.
It's also the most logical one (unless you're American, but then they 
still like to use FFU's anyway) and IMHO, should be used as the 
default, as it is non-ambiguous...
