Actually, I think Qualitas MAX (386MAX) does support INT 2F.4A15.  AFAIK,
it's the only EMM other than MS EMM386 that does.  However, I should state
that I've never actually tried it with MAX, since I've never had a licensed
copy of it.

I can tell you that Bob is a GREAT resource for these kinds of things.  I
contacted him several years ago specifically regarding INT 2F.4A15, since I
was having a VERY hard time fining out details other than the incomplete and
incorrect information in RBIL.  Bob sent me a copy of a paper he published
and some sample code, which helped me write USBJSTIK (a USB joystick driver
that can virtualize I/O).
