I can tell you that Bob is a GREAT resource for these kinds of things. I contacted him several years ago specifically regarding INT 2F.4A15, since I was having a VERY hard time fining out details other than the incomplete and incorrect information in RBIL. Bob sent me a copy of a paper he published and some sample code, which helped me write USBJSTIK (a USB joystick driver that can virtualize I/O).
