I used the all_cd.iso and the repo to create the VirtualBox FreeDOS 1.1plus version.[1] This is exactly the same thing you get as if you installed it with the FreeDOS 1.1 installer from the original CD - but: You can update every program with „fdnpkg update".
So yes, I’d say the repo is complete. On the other hand FreeDOS 1.1 didn't include all packages from the FreeDOS 1.0 full CD iso. The repo includes already more than the official 1.1 CD, but still some nice GPL programs like „arachne“ or „ssh2dos“ are missing. I guess if the new installer wants to install more than the base OS, more programs need to be packaged. I found FDNPKG extremely useful, so I think the package layout (where binaries are stored, or docs, or src, or license info, version info etc) of FDNPKG might be a good way to package the rest of the software.
