I think we first need to agree what the file and directory layout
should be, or we'll have a "bunch of cooks" each doing their own
thing, and we'll be in the same situation.

Still trying to figure out the best solution. I've mentioned in other
emails here that you have problems like "2.11" is "TWO dot ELEVEN"
(but the web server will sort it between 2.1 and 2.2) and some files
that are named by date (different formats) and some files that are
named by some other numbering scheme.
