The simple answer is - you can't. For starters you would need to activate the secondary character table in text mode, giving you 512 characters to work with, at the expense of 8 background colours. Therein lies the problem though. Firstly, it only works on EGA and VGA cards and secondly - as the highest bit of the screen attribute is repurposed to indicate which character table the char is coming from - you would need to include the screen attribute in the NLS files.
