HIMEM 2.04 is included in 4.0, but it wasn't in the source drop. (The source to 2.03 has been out there, though; maybe Microsoft could be convinced to let that be dropped into the unofficial forks...)
Dunno if such an old version of himem, emm386 or smartdrv would work with Windows 3.x though, which is why they included them (or at least himem and smartdrv) with Windows...
