I am not aware of a VPN for FreeDOS. But there are DOS web servers:

Part of the fun of FreeDOS is that it is simple and console oriented.

Linux and Android are very lightweight: They even run on phones.
People use phones as hotspot servers (WiFi access points) already.

Get deep knowledge about the product first, then suggest a campaign.
