A little follow-up.

                AMBHELP and AMBREAD only get installed with FULL.  If the 
mailing list makes a final decision to use HTMLHELP over AMBHELP,
                I can move both of those back to the UTIL group.

                Since CWSDPMI gets installed with BASE, I moved it to the TOOLS 
group. It is required for UNZIP.

                Still on the fence with this utility. However, since it gets 
used by batch files in FDHELPER, I’ll move it to TOOLS as well for now. 
                We may change our minds on it later. :-)
