It is my personal opinion that adding Win9x DOS or PC DOS 7 functionality
to FreeDOS would be perfectly fine since those features are in the spirit
of MS-DOS. I think DEVLOAD was added to FreeDOS specifically because of
me mentioning PC DOS 7's DYNALOAD (which is the most useful addition to PC
DOS 7).
I did write my own FIND, but it doesn't support /S either. Using some
GNUey version of grep or fgrep is probably your best bet.
